Who We Are

Syncon is a mid-sized service disabled minority-owned general contractor located in Chesapeake, Virginia focusing on government, commercial, and municipal construction projects in the State of Virginia and Northern North Carolina. Established in 2009, we have completed over 350 projects, amounting to over $250 million in contracts. Our primary core values of Integrity, Fairness, Trust, Transparency, and Results Oriented shape our work product helping us build strong permanent client partnerships. We use these principles in our daily operations for business development, estimating, bidding, scheduling, contracting and managing all field operations, always committed to providing quality construction solutions while reducing risks for our clients.

Our History

Syncon was founded 15 years ago by Mark Lilly and Scott Turner as a small General Contracting business. As a service-disabled veteran and minority-owned business, we leveraged our status to secure government contracts, establishing a reputation for dependability in federal construction.

About three years after starting Syncon, we joined a mentor-protégé program with a major construction firm in Hampton Roads, gaining valuable operational and managerial guidance over the nine-year 8 (a) program. As we grew, we successfully completed the 8(a) program and transitioned to open market competitive government bidding.

In recent years, we have expanded beyond federal work to include commercial, municipal, and private sector projects. With a diverse and growing portfolio, we remain committed to delivering high-quality construction solutions while minimizing risks for our clients.

Our Commitment to Safety

Safety is paramount at Syncon. We implement the highest standards, including EM 385 and OSHA regulations, and adhere to any additional client-specific requirements to ensure the well-being of our personnel and equipment. Our robust safety protocols feature Accident Prevention Plans (APP), Activity Hazard Analyses (AHA), and comprehensive job site safety training. These measures guarantee that risk assessments and mitigation strategies are clearly communicated to our subcontractors and clients.
