JOB DESCRIPTION

Reports to: Senior Estimator

Summary/Objective

Identify and pursue prospective opportunities for Syncon through development of detailed cost analysis in accordance with industry best practices. This position requires someone who has expert level knowledge and experience in the Construction Design / Build industry and the ability to perform detailed and accurate complex mathematical analysis and read/understanding drawings/specifications.

  • Negotiate contracts, maintain the stipulated fee and general conditions by careful and exact scoping of both SYNCON and subcontractor/vendor work.
  • Review the specifications and drawings, select sub trades and send out the bid request using the ITB program and / or email.
  • In parallel to the above, the Estimator will personally reach out to key sub-trades in an attempt to shape relationship and innovative options to become more competitive if the project is desiring.
  • Review details of the contract documents, drawings, specs, and proposal schedule development, the Estimator will then make recommendations to reassess the initial pursuit ranking (1 -5). During the Estimator’s review and presentation of the new opportunity, the pursuit ranking may improve or become less desirable.
  • Identify and developing risk management related to the estimate.
  • Schedule time with Executives for Project overview and GC review prior to bid day.
  • Review all quotes for accuracy.
  • Coordinate with Design Team on RFI’s, design requirements/deliverables and throughout the Design process until 100% design documents are complete and buyout is complete.
  • Maintain a detailed and functional spreadsheet for Project.
  • Manage and developing subcontractor relationships.
  • Help with improving Pre-Construction Processes including Buy-Out Process and Turn Over process between estimating and project management departments.
  • Assist with maintaining the estimating schedule to effectively manage personnel and departmental timelines to support the estimating production requirements.
  • Support Estimating Team for bid day preparation and Bids on Bid day.
  • In an effort to grow the company, support the emerging commercial market with estimating, subcontractor database development and development of relevant pre-construction process and procedures.
  • Support the research for future estimating opportunities by researching federal and commercial websites like, FedBizOps, NECO, the Builders Exchange, Us Coast Guard, Crater Procurement, etc.
  • Assist developing estimating strategy for each opportunity with Syncon leadership.
  • Complete Rough draft budget to be sent to Construction PM for finalization.
  • Complete buyout and written Rough Draft Attachment Ones for Construction PM to review and send out to Subcontractors.

Quality Control Manager

JOB DESCRIPTION

Reports to: Field Operations Manager / Executive Vice President

Essential Functions

  • Perform a complete study and review of all Contract Documents in order to have working knowledge of the plans and specifications.
  • Create, update and maintain the project submittal log and all other project specific quality control reports
  • Review shop drawings and submittals for conformance with project specifications by direct review and by leveraging the knowledge and experience of others in the project team or trade specialists when necessary
  • Chair and document QC meetings with the Government and Project Stake Holders, and provide written minutes as described in project specific contract documents
  • Provide written daily QC reports that document activities that are being constructed in conformance with each specific project’s established standard and constructively confronts non-conformances to produce the desired outcome in a timely manner
  • Identify, create, submit and follow-up on Requests for Information for issues that require resolution for construction.
  • Conduct preparatory, initial and follow-up meetings and inspections to establish an understanding of the standards of care desired for each definable feature of work. Verify that checklists are being used and signed off prior to the placement of concrete, steel and other similar items of work
  • Verify and document that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately and are acceptable for use in the project
  • Establish, implement and maintain the Three Phases of Control, Prepatory, Initial and Follow Up for project
  • Conduct preconstruction (Prepatory) meetings with new and existing subcontractors and the superintendent at least two days prior to the start of each new phase of the work to discuss issues that affect quality. Document these meetings in the daily QC report and Preparatory Phase reports
  • Conduct Initial inspections to verify that initial installation of work is in accordance with the contract documents and approved submittals.
  • Conduct periodic follow-up inspections to verify that work is proceeding with the contract documents and the approved submittals. (Desired results come from what is inspected, not what is expected.)
  • Coordinate and document the testing and commissioning of building systems
  • Document and distribute pre-punch lists, punch lists and the completion of these lists
  • Verify work in place, percentages complete for work activities for monthly billing purposes.
  • Schedule required testing activities, specialty testing (by others), witness and document testing activities on the testing log and daily QC Reports.
  • Have non-conforming work corrected and re-inspected / re-tested prior to covering up work
  • Document final inspections, certificates of occupancy and acceptance of the works and various phases thereof
  • Maintain the project “as-built” drawings on a daily basis
  • Assemble and forward project closeout documents that include O&M manuals, as-builts and warranties
  • Stop work if necessary to resolve matters that affect safety, quality and/or inhibit the logical progress of work

  • Familiar with the requirements of EM 385-1-1, and have experience in the areas of hazard identification, safety compliance, and sustainability.
  • Hold a current USACOE CQM Certification.
  • Understands means and methods of construction
  • Understands the sequencing of work and the strategy of creating effective project schedules
  • Must have a proven track record of meeting production, quality and customer service standards in a fast-paced construction environment

Site Safety and Health Officer

  • Provide site compliance through daily site inspections and daily safety reports.

Project Manager

Summary/Objective

The project manager works in collaboration with the Project Superintendent and is primarily responsible for coordinating all project specific administrative requirements as defined by the construction contract documents and Syncon, LLC. May simultaneously serve as Safety, DEQ / Sediment Control or Quality Control Supervisor.

  • Coordinate all activities with a project’s assigned Superintendent.
  • Perform all project start-up activities as described in the SOP.

  • Coordinate the intent and implementation of the final project budget (prepared by SYNCON purchasing department) with the Project Superintendent and the planned field means and methods.

  • Receive, review, and process all subcontractor Requests for Information and Requests for Proposal forms.
  • Prepare, distribute, and acquire approval of all Owner Change Order Requests.
  • Prepare and distribute all subcontractor Change Orders and associated budget revisions.
  • Prepare and distribute the monthly Owner Applications for Payment.
  • Prepare and maintain all Project specific administrative logs (RFI, FRP, COR, Submittal, and Document Control).
  • Perform all project close-out activities as described in the Procedures Manual.
