C27 APO RENOVATE BUILDINGS 14 & 79

Scope

Syncon LLC executed a phased renovation of Buildings 14 and 79 at the U.S. Coast Guard (USCG) Air Station Elizabeth City, North Carolina. Building 14, stripped to its bare structure, was rebuilt to house modern command administration offices with advanced systems for operational oversight. Building 79, an active aircraft maintenance hangar, was upgraded with new offices and modernized systems to support USCG aircraft refurbishment. The project included site improvements and compliance with USCG standards, all within an operational airfield environment.

Challenge

Renovating near an active flight line and within an operational USCG facility presented significant logistical challenges, requiring strict Foreign Object Debris (FOD) mitigation and minimal disruption to flight operations. Building 14’s complete interior demolition and rebuild demanded precise integration of command center systems, including secure telecommunications (SIPRNET/NIPRNET), HVAC, and fire protection. Building 79 required modernizing hangar systems—such as heavy-duty electrical, compressed air, and ventilation—while maintaining aircraft maintenance functionality, all within tight schedules and a constrained site.

Solution

Syncon engaged specialized subcontractors with expertise in airfield facilities and FOD mitigation to ensure high standards and operational continuity. For Building 14, the team installed advanced command systems, including secure IT networks, DDC-controlled HVAC, and integrated fire alarms, creating a robust administrative hub. Building 79’s upgrades included high-capacity electrical systems, industrial ventilation, and compressed air lines tailored for aircraft maintenance, alongside new office spaces. Close coordination and phased execution delivered both facilities on time, enhancing USCG operational efficiency.
