Syncon provided a high-fidelity AEGIS Ashore Trainer at Gallery Hall, Dam Neck Annex, housing a Lockheed Martin mock-up of the combat information center providing our US Sailors and teams the opportunity to experience working with the system, and to certify for operations prior to deployment to Romania and other locations.

This DBB project provided the complete demolition, re-design and new construction of this new high-fidelity training center (10,000 SQFT). The area of work under this contract is located in existing secure spaces to be renovated. General construction included a design mixture of high-security design criteria with STC rated partitions and openings, interior finishes, and raised access flooring. Mechanical and Electrical are provided in support of equipment scheduled for use in the renovated spaces to include new Computer Room Air Handling Units (CRAHU’s), new power management module (PMM) systems, detailed data /telecom infrastructure and fire protection reconfiguration as required to support the using Activity.

Located in a remote location, this complex and fast-track Design-Build project required substantial architectural, HVAC, plumbing, electrical, telecommunications and intruder detection systems (IDS) renovations to support the operational and security requirements for our government client. The Syncon Design-Build (DB) team was able to support the construction methods that were in strict accordance with high-security design standards to renovate an existing space (5,000 SQFT) to fully operational facility

Select demolition cleared the space of existing flooring, mechanical, electrical and IDS (coordinated with NAVSEA). Wall partitions and numerous security door assemblies were upgraded. The HVAC and associated plumbing systems were redesigned and installed with redundant and sustainable Computer Room Air Conditioning (CRAC) systems to support the load requirements of the new server systems, Power Management Modules (PMM), new security detection systems and functional requirements of the new operations center. Additional mechanical and electrical infrastructure was installed beneath the new Raised Access Flooring (RAF), and life safety systems along with exterior Lightning Protection Systems (LPS) were also upgraded in coordination with DoD and Other Government Agency requirements.

Per DoD security guidelines, all operational spaces received third party testing resulting in government accreditation on the first certification attempt. Upon completion the client stated:

Client: Department of Homeland Security (DHS)

Due to urgent scheduling requirements of the activity, our Design-Build (DB) team designed while simultaneously conducting demolition and construction activities. Located in a remote and high-security facility, this project required substantial demolition to provide new architectural, STC rated partitions and door assemblies, Computer Room Air Conditioning (CRAC) systems to support the load requirements of the new server systems, Power Management Modules (PMM), electrical, telecommunications and intruder detection systems (IDS) to support the operational and security requirements for our Department of Homeland Security (DHS) client. The Syncon DB team was able to support the construction methods that were in strict accordance with high-security design standards to renovate an existing crisis management facility (6,000 SQFT).

The final product is an active crisis management center that is a benchmark floor plan that increased function and communication of the command and control center.

Client: US Army Corps of Engineers (USACE)

This Design-Bid-Build (DBB) project for the US Army Corps of Engineers (USACE) was conducted on the secure facility of the Defense Supply Center Richmond (DSCR). The revised renovation scope of the 5,000 SQFT facility included demolition, abatement, a new EPDM roof to include new parapet coping and flashing, significant masonry and concrete repairs to match existing, paint (internal and external), refinished and repaired the concrete floors, new lintels and awnings, electrical power for the entire building and a lighting protection system (LPS).

USACE’s construction manager had the following to comment as note in the Past Performance Questionnaire (PPQ) for this project:

Contractor management was extremely cooperative and professional. Personnel were responsive to the needs of the facility. The contractor completed the original contract work ahead of schedule. Contractor’s efforts resulted in a very successful project with a satisfied customer.

Client: Department of Veterans Affairs

Based on Syncon’s to previous task orders, the Department of Veterans Affairs awarded this design-build contract to improve water utility infrastructure, upgrade equipment to control water flow, improve temperature control and increase energy savings for the campus chilled supply at the VA Medical Center in Fayetteville, NC. While working in the critical spaces of an active hospital environment, SYNCON provided extensive mechanical, plumbing, electrical and automated controls for the campus chill water system within appropriate UFC codes, Infectious Control Risk Assessment (ICRA) and ILSM standards. Connect our holistic system upgrade to previous modifications and current projects related to the campus chill water system. Extensive new 12”, 8” and 6” piping was designed and installed to support the new chilled water (CW) and hot water (HW) requirements. New Air Handling Units (AHU), internal and external VFD’s and new mechanical pumps were designed and installed to successfully meet the new design loads. Extensive Direct Digital Controls (DDC) were designed and installed. Critical crane lifts performed on four (4) 50-ton Air Handling Units (AHU) without interrupting normal hospital operations.

Upon completion the Contracting Officer stated,

SYNCON provided outstanding management and customer service to the VA Medical Center on this project. They continually met with the VA in repeated attempts to complete this project and meet the VA’s fluid requirements. Syncon proved adept and working with the design team and subcontractor to ensure a mutually agreeable solution could be achieved. SYNCON is an extremely responsive and professional firm committed to serving our nation’s veterans. I give SYNCON my strongest recommendation for future Gov’t work.

Client: Norfolk Naval Base, NAVFAC

P-500 is a critical project indirect support of the FORD class aircraft carrier and brought approximately 3X higher electrical power rating to the double decker Pier 11. It was a Design Build project that incorporated multiple disciplines to design and construct in a highly congested and operational area. This was the “Proto-Type” design for the future areas that will support the ship worldwide and require a high level of collaboration with the NAVFAC design team and end user.  The project included installing large steel booms to the double decker pier that would carry the ship to shore power cables and many structural improvements. A large percentage of the work was performed underneath the pier from small boats with zero safety issues.

From the NAVFAC Construction Manager:

Throughout the project Syncon provided exceptional oversight and quality control; to guarantee the success of this project. Communication and updates were provided without request.  There was never an “Us vs. Them” mentality; it was always a team effort – especially when the Government changed the criteria, the contractor’s response was, “I’ll get right on it”. Pier 11 shore power for the FORD was ready prior to the FORD arrival. This was an incredibly high visibility project with many interested parties. I would absolutely work with Syncon on future projects; their reliability and professionalism is exceptional.
